The man arrested by Russian authorities over an attack on a supermarket in Saint Petersburg has admitted to planning the act and planting the homemade bomb that wounded 18 people, investigators said Sunday. "During questioning, the suspect confirmed having organised and carried out the crime," the Russian Investigative Committee said in a statement. "He said his act was motivated by a hatred of the organisers and members of the psychological centres he attended". The suspect also hid two USB drives that contained "information on the reasons which pushed him to commit the crime and a picture of the explosive device" near the scene of Wednesday's attack. The man had been registered at a psychiatric clinic since the age of 19, investigators said. Police in Houston, Texas said Sunday they had arrested a belligerent man in possession of a number of guns at a high-rise hotel where a major New Year's celebration is planned. The arrest, coming as cities across the country and around the world were preparing New Year's Eve celebrations, sparked fears of a repeat of the Oct. 31 mass shooting from a hotel room in Las Vegas, Nevada, that left 58 killed and hundreds wounded. Houston police said they had yet to determine whether the man had any ill intent. They have yet to release his identity. Police Lieutenant Gordon Macintosh said police were called to the Hyatt Regency Hotel shortly after midnight to deal with a "drunk, belligerent suspect." The first officers to respond had to call for backup when the man refused to comply with their orders, Macintosh said in a video interview carried on the Houston Chronicle website. Suicide bomber one dead, wounds 28 in Cameroon

A female suicide bomber blew herself up in a cafe in Cameroon’s far north region Sunday, killing at least one person and wounding 28 others, witnesses told AFP. Witnesses said the woman entered the cafe at around 7:00 am before detonating her explosive vest in Bia, a village close to the border with Nigeria. The area has seen frequent attacks by the Boko Haram jihadist group in recent years. Those hurt in the blast were taken to a nearby hospital, witnesses said. Since 2014, when Cameroon began its fight against Boko Haram, the group has killed at least 2,000 civilians and military personnel and kidnapped a thousand more in the country’s far north, according to the International Crisis Group. Since the group emerged eight years ago, it has launched attacks in Nigeria, Cameroon, Niger and Chad the nations bordering Lake Chad and caused the deaths of at least 20,000 people and the displacement of more than 2.6 million.

Las Vegas security guards were fatally shot Saturday while investigating a disturbance in a room at a hotel casino and the suspected shooter is facing critical injuries after turning the gun on himself, police said. The gunman's motive wasn't known but investigators believe it was an isolated incident. "I want you to know right now that this has nothing to do with terrorism," Capt. Robert Plummer told reporters outside the scene of the shooting. The shooting happened before 7 a.m. at Arizona Charlie's Decatur, which is located west of the Las Vegas Strip. According to police, the suspect, Christopher Olague, ran from the hotel-casino after the shooting and into a nearby neighborhood where he tried to enter two homes but the residents were able to keep him out. Two 2 electrocuted at substation in Detroit

Police are investigating the apparent electrocution of two people early Friday at a Detroit Public Lighting Authority building, Fox 2 reported on Saturday. A worker reportedly told Fox 2 he found the bodies just after 6:30 a.m. when he went to the substation to investigate a power outage. The pair are suspected of breaking in the front door of the substation, and, according to Fox 2, they were in the process of stealing copper wiring when they were electrocuted. Police confirmed to the news organization that two men pried open the front door of a Public Lighting substation, and once inside made contact with 24,000 volts of electricity. According to the police, the electricity caused their bodies to be fused together, and they were pronounced dead at the scene. Police have not yet given the names of the men. The substation is located on the city's east side. 

Louisiana man charged in Nigerian prince internet scam

Police in New Orleans have arrested a 67-year-old man after he allegedly helped swindle people out of thousands of dollars as a middleman in a "Nigerian prince" Internet scam. Michael Neu, of Slidell, is facing 269 counts of wire fraud and one count of money laundering, the New Orleans Advocate reported. The phishing scam involves getting an email from a Nigerian official who claims the recipient has been named a beneficiary in a will and will inherit at least $1 million. The victim is then asked to send personal information which is used to con them out of their money. “Most people laugh at the thought of falling for such a fraud, but law enforcement officials report annual losses of millions of dollars to these schemes,” a police report said. Neu allegedly participated in hundreds of scams and wired money to co-conspirators in Nigeria. A man who spent more than two years in jail for a rape he did not commit had his conviction quashed after a relative took only a minute to uncover a series of bombshell Facebook messages missed by police  that proved his innocence. In the latest rape case to highlight failings in the criminal justice system, The Mail on Sunday can reveal that the jury at Danny Kay’s 2013 trial was only shown doctored transcripts of crucial Facebook chats between Mr Kay and his accuser. In an exclusive interview with the MoS, Mr Kay said archived versions of the original messages proving he had consensual sex with his accuser were found by his sister-in-law, Sarah Maddison. China's complete ban on ivory trade went into effect Sunday, officials said, a major step forward in Beijing's efforts to rein in what was once the world's largest market for illegal ivory. "From today... the buying and selling of elephant ivory and goods by any market, shop or vendor is against the law!" the forestry ministry said on its official account on Chinese social media platform Weibo. "From now on, if a merchant tells you 'this is a state-approved ivory dealer'... he is duping you and knowingly violating the law." The ministry added that the ban also applied to online sales and souvenirs purchased abroad. According to the Xinhua state news agency, a partial ban had already resulted in an 80 percent decline in seizures of ivory entering China. Domestic prices for raw ivory are down 65 percent, it said. 30 killed in central Kenya bus crash

Thirty people were killed and 16 injured early Sunday morning in a head-on collision between a bus and a lorry on a road in central Kenya, police said. "We have 30 dead," said Rift Valley traffic police chief Zero Arome of the 3am accident close to Nakuru town. "All the bodies have been removed from the wreckage and injured people taken to hospital." The accident occurred close to a notorious stretch on the Nakuru-Eldoret highway when a bus travelling from Busia, in western Kenya, collided with a truck coming from Nakuru. Police said the death toll for that stretch of road has now reached 100 this month alone. Arome said the drivers of both vehicles were among the dead, as well as a three-year-old child, while the injured had been taken to a Nakuru hospital. One survivor, speaking from his hospital bed, said he had been asleep at the back of the bus when the collision happened. "All I heard was a loud bang and screams from all over," he said. &

Russian investigators on Saturday arrested a suspect behind the Saint Petersburg bomb attack which tore through a supermarket this week, wounding 18 people. "The suspect is being questioned," a spokeswoman for the Russian Investigative Committee, Svetlana Petrenko, said in a separate statement. "The organiser and direct perpetrator who triggered an improvised explosive device on December 27 in a supermarket in Saint Petersburg was arrested during a special operation by the FSB", the security services added, according to Russian news agency Interfax. President Omar al-Bashir issued a decree to install the state of emergency in North Kordofan and Kasala for six months, SUNA said, without providing any reason. Kasala is on the country’s eastern border with Eritrea. A state of emergency is already in force in seven other conflict-ridden states. These include the five states that make up the region of Darfur, where government forces have been battling rebels since 2003. The state of emergency also applies to the two states of South Kordofan and Blue Nile, where government forces have been fighting insurgents since 2011. According to the constitution, parliament needs to approve the president’s decree within two weeks.

A fire broke out on the ninth floor of a 12 storey tower block in Manchester's Northern Quarter. Flames and smoke spread to several floors of the building and one person has been taken to hospital suffering from smoke inhalation. The building is situated close to Afflecks Palace, an indoor market situated on the next street. Twelve fire engines were deployed and a firefighter was seen leaping from one balcony to another after being pictured outside a burning apartment. As the blaze raged, Manchester Fire and Rescue Service tweeted: 'We still have 12 fire appliances tackling the blaze in the Northern Quarter over a number of floors. 'Firefighting in still ongoing and one casualty has been taken to hospital suffer by smoke inhalation. Please avoid the area as roads are still shut.' In a statement, the service also said: 'We're currently tackling a fire on the 9th floor of a 12 storey building on Joiner Street in Manchester's Northern Quarter.&

Police in Los Angeles have arrested a man they suspect made a hoax emergency call that resulted in a SWAT police officer fatally shooting a man at the door of his own home in Kansas, law enforcement officials said Saturday. Wichita Deputy Police Chief Troy Livingston on Friday characterized the hoax call as “swatting” in which a “prankster” called 911 with a fake story about a shooting and kidnapping to draw a SWAT team to the victim’s address. Authorities haven’t released the name of the man who was killed Thursday, but relatives have identified him as 28-year-old Andrew Finch. Tyler Barriss, 25, is suspected of making that call and was arrested in Los Angeles on Friday, according to the Los Angeles Police Department and the Wichita Police Department in statements emailed early Saturday afternoon. A forty-year-old cleric, Samuel Hamza has committed suicide at Ungwar Romi area in the Kaduna state capital. Hamza, until his death was a pastor of a Pentecostal church in the area.He sent himself to an early grave by handing himself with a rope on the fan inside his house. His lifeless body was on Friday night found dangling on a rope inside his room by his neighbours. Although the cause of the suicide act is not yet known, some of the neighbours told Channels Television that the deceased has been passing through some kind of depression since he lost his wife in 2015. They, however, expressed surprise that he could take his life because of emotional challenges. The late Pastor Hamza who residents and neighbours describe as a gentleman lost his wife in 2015 who gave him a male child.

Medical personnel is now free to treat victims of gunshot without waiting for a police report and it is official.A bill giving effect to the policy was signed into law yesterday by President Muhammadu Buhari. Entitled Compulsory Treatment and Care for Victims of Gunshot Act, 2017, it was among the six bills signed by the President. The rest are Anti-Torture Act 2017;Niger Delta Development Commission (Establishment) Amendment Act, 2017; the Federal Capital Territory Water Board (Establishment) Act 2017; the National Institute for Cancer Research and Treatment (Establishment) Act 2017.
